After playing for a few years, you can tell when someone is low on ammo, by the way they whack you with their gun butt, if you are wearing Loginana Yellow.

A little orange light near your ammo indicator would work nice. Not flashing, just on or off, and small. Also a huge klaxon alarm would help... Ok, no sound, just a small yellow or orange light. In the bottom corner.
